Minimally, almost everyone with a Windows PC has MS Paint, a fair bitmap editor. If you have access to high end graphics tools like Adobe Photoshop, Corel Draw, etc., you�ll be able to produce better original images.

Reliable image editors, viewers and converters are also often packaged with other software or can be downloaded for a lengthy free trial. For example, Paintshop Pro is a good and inexpensive graphics editor. Thumbs Plus is a good thumbnail viewer with fair format conversion features (among other things).
